Buyer – Procurement Specialist

We’re looking for an experienced Construction Buyer to join our Procurement team and help drive a world-class, value-led supply chain. In this pivotal role, you’ll ensure we have the right materials, plant, equipment, and services — on time, within budget, and to the highest standards.
What You'll Be Doing

Issue and manage Requests for Quotations (RFQs)

Negotiate commercial terms, KPIs, and service levels with suppliers

Prepare and issue purchase orders with optimal commercial terms

Develop and manage regional Framework Agreements for supply and subcontracted goods
-
Monitor critical path items and ensure timely delivery
-
Track procurement performance vs. tender allowances and adjust strategies accordingly
-
Build and maintain Procurement Plans at project and regional levels
-
Assist with the development of standard subcontract documentation
-
Assess and approve suppliers based on rigorous criteria
-
Maintain IFS procurement database and support software/process improvements
-
Resolve invoice and supply chain queries
-
Ensure subcontractors hold appropriate insurance and approvals

Participate in audits, internal training, and continuous improvement

Represent the Procurement team positively in all internal/external interactions

Volume, value, and quality of Purchase Orders issued

Effectiveness of Framework Agreements and supply chain performance

Continuous improvement of procurement effectiveness and value creation

What We’re Looking For
Essential:
-
Minimum 5 years’ Procurement experience in Construction or Utilities
-
Relevant technical qualification in Construction/Utilities
-
Strong character – confident challenging suppliers and internal stakeholders
-
Excellent communication, organisation, and time management
-
Committed to ethical procurement (CIPS Code of Conduct)
-
Experience managing junior staff (e.g., Assistant Buyer or Purchasing Administrator)
