A client of ours our currently seeking a Deputy Commissioning Manager for a contract based near West London. 
 
The role:
The individual will work with the site construction delivery team to deliver all aspects of testing and commissioning. They will have extensive MEICA experience, a background in electrical engineering and testing/commissioning for major civil engineering infrastructure and knowledge of the NEC form of contract.
 
The work is providing a refurbishing of an existing Tunnel, with upgraded power, tunnel services, automation and tunnel monitoring systems to align to current standards or Tunnel standards.
 

Duties and Responsibilities

  • Work through design information to fully understand the scope of work and how systems are designed to work.
  • Commissioning Team are responsible to manage and coordinate testing activities and outcomes. They advise the Delivery team in
  • All plant and equipment is controlled by a PLC based Tunnel Control System (TCS). The tunnel control system is provided by a system integrator experienced in the operation of road tunnels.
  • The individual will be expected to produce test plans which integrates the TCS control system with other performance and mechanical checks on a system by system basis.
  • The individual will identify cross system tests for inclusion in the commissioning plans.
  • The individual will identify and design tests that demonstrate the system reaction to various faults – power supply, equipment failure and system faults for example.
  • The works require the transfer of old plant and equipment onto new electrical/ control systems. Method statements and plans will need to be prepared for a managed migration from old to new.
  • The individual will coordinate resources to undertake and ‘witness’ testing works.
  • The individual will put a system in place to plan, record and track commissioning works. They shall conduct investigations and checks to ensure test plans are sufficient to establish Takeover criteria.
  • The individual will identify resources required and put a team in place for a commissioning activity.
  • Prepare or ensure method statements are in place for the commissioning works.
  • Hold/ attend site coordination meetings and plan/ schedule activities.
  • Direct specialist subcontractors on site activities as appropriate.
  • Liaise with the client and develop a good trusting relationship

 

The Individual

  • Degree/ HND qualified engineer in Electrical Engineering or Industrial Control Systems.
  • Chartered with IET or has the qualifications and experience to become chartered.
  • The candidate should be familiar with PLCs, PLC I/O, motor starters, relay logic, simple traffic control systems.
  • Hands-on supervision to ensure robust testing processes are conducted to MEICA.
  • Review suppliers test documents to ensure plans for site testing are appropriate.
  • The individual should be able to configure instrumentation and drives by reading the appropriate manuals.
  • To complete transition tests to allow migration of part or full subsystems into an operational site.
  • Familiar with coordination and notification processes in order to instigate test process on an operational site with multi stakeholder and critical risk management processes. 
  • The tunnels are in operation and most testing activities to be supervised will need to be undertaken during night shifts.
  • The candidate must have good communication skills and be well organised.
  • Regularly attend coordination meeting with discipline leads, track queries, report progress and plan testing and commissioning activities on behalf of the Delivery team.
