Role Overview

We are seeking an experienced Mechanical & Electrical (M&E) Manager to lead and coordinate all M&E activities on the HS2 project based at Chipping Warden. The role will ensure that all mechanical and electrical systems are designed, installed, tested, and commissioned in full compliance with HS2 standards, safety requirements, and programme objectives.

Key Responsibilities

  • Lead the delivery of all M&E works across the project, including permanent and temporary systems
  • Manage M&E subcontractors and specialist suppliers to ensure safe, compliant, and high-quality delivery
  • Coordinate M&E interfaces with civils, structural, and architectural works
  • Review and manage M&E designs for compliance, buildability, and maintainability
  • Ensure all M&E works comply with HS2 technical standards, statutory regulations, and asset protection requirements
  • Manage RAMS, ITPs, permits, and commissioning plans for M&E activities
  • Oversee installation, inspection, testing, and commissioning of M&E systems
  • Manage technical queries, design changes, and non-conformances
  • Monitor progress against programme and report risks and opportunities
  • Ensure accurate completion of as-built records, O&M manuals, and handover documentation
  • Liaise with HS2 representatives, designers, and independent assurance teams

Typical M&E Scope (HS2 Infrastructure)

  • Power supply and distribution
  • Lighting (internal, external, and emergency)
  • Earthing and bonding systems
  • Mechanical ventilation and environmental control systems
  • Fire detection, alarm, and life safety systems
  • Pumps, drainage, and mechanical plant
  • Communications, monitoring, and control systems
  • Temporary M&E services during construction

Requirements & Qualifications

  • Degree or HNC/HND in Mechanical, Electrical, or Building Services Engineering
  • Proven experience in an M&E Manager or Senior M&E role on major infrastructure or rail projects
  • Experience working on HS2, rail, or similarly regulated infrastructure projects (preferred)
  • Strong knowledge of BS standards, rail standards, and statutory regulations
  • SMSTS (preferred)
  • CSCS card (relevant level)
  • Experience managing specialist M&E subcontractors
  • Knowledge of commissioning and handover processes
