CarmichaelUK are recruiting for an experienced Procurement Manager to join one of the leading joint ventures delivering the HS2 project in Buckinghamshire.

This is a fantastic opportunity to work on one of the UK’s largest and most complex infrastructure schemes, taking a lead role in the procurement and supply chain management of major civil engineering works — including earthworks, structures, and environmental packages.

You’ll be joining a dynamic, collaborative commercial and supply chain team, helping to ensure best value, compliance, and efficiency across a wide range of high-value contracts.

Key Responsibilities

  • Develop and implement procurement strategies for key civil engineering and infrastructure packages

  • Manage the tendering process, including prequalification, tender evaluation, and contract award

  • Ensure all procurement activities comply with JV and HS2 governance requirements

  • Build and maintain strong supplier relationships and monitor supply chain performance

  • Support contract negotiations, risk management, and value engineering initiatives

  • Work closely with commercial, engineering, and planning teams to align procurement with project delivery

  • Monitor market conditions and identify opportunities for innovation and cost efficiency

  • Ensure accurate and timely reporting on procurement progress and spend

About You

  • Degree or equivalent qualification in Procurement, Supply Chain Management, Quantity Surveying, or Business

  • Demonstrable experience as a Procurement Manager on large-scale civil engineering or infrastructure projects

  • Strong understanding of NEC contract frameworks and public sector procurement processes

  • Excellent negotiation, analytical, and communication skills

  • Proven ability to manage multiple workstreams and stakeholders in a fast-paced environment

  • CIPS qualification (desirable)

  • Proficient in MS Office and procurement systems (e.g., Oracle, SAP, or similar)
