About the project:

The Construction Works Framework with Highways England is to deliver network and maintenance schemes within Area 4 South East Region


Key Responsibilities:

The role of Quantity Surveyor is to perform the required commercial functions in support of the Area Commercial Managers role.

 

  • Working to the direction of the Area Commercial Manager to successfully deliver the Providers Works Schemes and provide commercial support in the function of other revenue streams under the CWF contract as required.
  • Subcontract Procurement: Responsibility for the preparation of subcontract enquiries / invitation to tender documentation including compilation of contract documents. Obtain subcontract quotations and prepare tender comparisons. Prepare and issue subcontract orders.
  • Subcontract Management: Monitor and verify subcontract expenditure including the administration of subcontract payments, implementation of subcontract change control including issuing Subcontractor Instructions and evaluation of subcontract compensation events.
  • Reconcile subcontract accounts and negotiate / agree subcontract final accounts on a periodic basis.
  • Ensure the costs of Schemes are fully captured and review accuracy of cost capture information in conjunction with Area Commercial Manager and scheme delivery team.
  • Ensure comprehensive commercial records are maintained for audit purposes.
  • Where appropriate provide support and advice to Commercial Assistants.
  • Be fully conversant with the requirements of the Costain way/CWF processes and procedures and the relationship with the commercial team duties.
  • Raise any areas of Non-Compliance with Contract requirements or CWF processes and procedures to the Area Commercial Manager.
  • Liaise and maintain close and good lines of communication with other members of the commercial team and business, to meet requirements and objectives.
  • Deputise for Area Commercial Managers during periods of absence.
