Role Overview
We are seeking an experienced Senior Quantity Surveyor with strong Mechanical & Electrical (M&E) experience to join the commercial team on the HS2 project based in Chipping Warden.
The role will take commercial responsibility for M&E packages within a complex, regulated environment, working closely with project delivery, design, and supply chain partners to ensure robust commercial control, cost certainty, and contract compliance throughout the project lifecycle.
Key Responsibilities
Commercial & Contract Management
- Take full commercial ownership of allocated M&E work packages from procurement through to final account.
- Administer contracts in line with NEC forms of contract (NEC3/NEC4), including change control, early warnings, and compensation events.
- Lead the preparation, submission, and agreement of applications for payment, payment assessments, and final accounts.
- Provide accurate cost forecasting, CVRs, and commercial reporting in line with HS2 governance requirements.
Cost Control & Reporting
- Develop and maintain detailed cost plans, budgets, and cashflow forecasts for M&E scopes.
- Identify, manage, and mitigate commercial risks and opportunities associated with M&E installations.
- Support the Commercial Manager in monthly reporting, commercial reviews, and audits.
Procurement & Supply Chain
- Lead M&E subcontract procurement, including tender documentation, tender analysis, contract award, and subcontract administration.
- Manage subcontractor performance, valuations, variations, and change control.
- Ensure compliant and effective commercial relationships across the supply chain.
Stakeholder & Team Collaboration
- Work closely with construction, design, planning, and engineering teams to align commercial and delivery objectives.
- Engage with client representatives and joint venture partners as required.
- Provide guidance and mentoring to Assistant and Quantity Surveyors within the commercial team.
Essential Experience & Qualifications
- Proven experience as a Senior Quantity Surveyor within major infrastructure or rail projects.
- Strong M&E commercial experience, including mechanical, electrical, and building services packages.
- Demonstrable experience working under NEC contracts (NEC3/NEC4).
- Background in regulated or client‑led environments (e.g. HS2, rail, nuclear, highways, utilities).
- Excellent commercial, contractual, and financial acumen.
Desirable
- Experience working on HS2 or similar Tier 1 infrastructure frameworks.
- Degree qualified in Quantity Surveying, Commercial Management, or a related discipline.
- Membership or working towards membership of RICS / CIOB / ICES.
- Familiarity with HS2 commercial systems, governance, and assurance processes.
