Purpose

The purpose of the Transport Rebuild East Coast Alliance (TREC) is to restore the state highway and railway networks in the Hawkes Bay and Gisborne Regions impacted by Cyclone Gabrielle. Furthermore, the alliance exists to build resilience into the network to minimise the impacts of future events. The alliance’s purpose is to ensure a regional centric approach that respects and engages with iwi, council, regional suppliers to support a local recovery. 

The purpose for this position is to:

  • Plan, organise and control the technical and engineering aspects of the construction for the area as allocated by your Area Manager
  • Ensure that assigned performance targets under your control are met, together with maintaining the required high standard of safety, quality and environmental performance

 

Responsibilities

  • Assist in development of work plans in consultation with Project Engineer, Foreman and work team as appropriate
  • Provide effective support to the Project Engineer and maintain effective communication between the Alliance teams and subcontractors and liaise with other team members as required to jointly advance the goals of the project
  • Ensure contract/project performance meets requirements in terms of quality and timeframes
  • Assist with the management of contractual issues and change in scope and specifications, ensuring obligations are met and variations are identified and managed
  • Assist with preparing and completing project construction documentation and Health and Safety planning procedures
  • Ensure site vehicles, site equipment and plant is operated safely and efficiently and that the necessary competencies are in place for use
  • Assist the Senior/Project Engineers in planning of the technical aspects of construction delivery
  • Ensure the correct quality controls and check-sheets are carried out and filled in on site in a timely manner, as the works progress
  • Own the ITP process from start to finish assisting the Project and Quality Engineers throughout construction and hand-back
  • Maintain a site diary including recording labour, plant, progress, verbal instructions received, problems, weather conditions, in particular noting how these affect subcontractor performance
  • Undertake the red pen as-builts of completed works as soon as the section of works is completed
  • Arrange and manage any site related quality testing for engineering compliance
  • Raise any NCRs to the Project and Quality Engineers as soon as possible
  • Assist in any lessons learned and shared learning
  • Liaise with the Design Engineers and Survey teams to ensure the correct design information is in place for the works
  • Monitor the cost of resources utilised against budget
  • Ensure correct time is booked to job codes and that supervision of any sub-contracted staff is managed and tracked
  • Work collaboratively with other departments to reduce delays and costs associated with poor planning
  • Participate in the production of project methodology and programmes for construction and any other activities
  • Work collaboratively with Project Engineers to ensure variations are captured and actioned commercially and with the construction supervisors and delivery team on technical matters regarding construction
  • Escalate any technical issues to the Project Engineer as soon as they arise.
  • Ensuring all work is carried out in compliance with work instructions, client specifications or standards prepared
  • Ensure compliance with all Acts and consents that relate to the industry and the operations within the division
  • Consult and influence across the wider Alliance team to reinforce ‘best for project’ decisions
  • Perform other duties as directed from time to time
  • Champion safety leadership and support the implementation of EHS procedures in division and the wider business

 

Qualifications

  • Relevant tertiary qualification or at least 5 years working experience working in Site Engineer role in roading/civil engineering/construction sector
  • Driver’s License (current, full and clean)
  • Excellent knowledge of the relevant NZ legislation, accreditations, industry guidelines and standards
  • Ability to meet administrative and reporting requirements and deadlines
  • Flexible and resilient approach
  • Proven ability to work with others in a collaborative and professional manner
  • Highly organised with strong attention to detail and process orientated
  • Organised with a systematic approach to tasks to achieve accuracy and efficiency
  • A self-starter, highly motivated and goal oriented
